The Project

The project, funded by the EU, aims on land tenure implementation issues, land regularisation tasks including logistical aspects. Details will be shared with candidates for this position.


Your Main Duties in this Position

  • Ensure good management, timely execution of activities and the accomplishment of transversal actions through general coordination of the program, preparation of annual (technical and financial) work plans; drafting of technical and financial reports; preparation of terms of reference for short-term consultancies
  • Ensure regular monitoring of the program implementation; respect the EU communication and visibility guidelines to ensure the capitalisation and knowledge sharing; organise the program's monitoring committees
  • Advise SERFAL on land tenure implementation issues, land regularisation regional task forces, production of manuals, logistical aspects and the evaluation of SERFAL's civil servants at headquarters and in local offices
  • Provide specialised technical assistance and arrange services for the development and implementation of the SIGEF, the digitalisation and cataloging of 100,000 physical processes and the routing of 80,000 technical pieces of securities dispatched from the land archive
  • Provide specialised technical assistance and arrange services for the implementation of the monitoring system of the resolution clauses
  • Provide specialised technical assistance for the preparation of 3 studies and training required for the implementation of the Amazonia land monitoring room
  • Organise seminars on governance and land management


Your Expertise / Profile

  • At least 10 years of specific professional experience in the field of land management, land regularisation and governance (modern land management systems, cadaster systems, land titling processes, land markets, information and monitoring systems)
  • Profound knowledge of the Brazilian Amazon region and its on-going environmental, economic, social and political processes
  • Knowledge and working experience within the relevant institutional context on the Brazilian federal level (MDA, INCRA, MMA etc.) and state level (land agencies of the states of Pará, Amazonas, Amapá, and Mato Grosso)
  • Work experience as Team Leader in other relevant EU projects
  • Portuguese language skills are essential


Time Schedule / Duration of Assignment

The project is scheduled to start by autumn and will run for 4 years.

The duration of your assignment in this role is set for the entire project period; the exact assignment times are subject to project needs.
