The Project

The project, funded by the Asian Development Bank (ADB), aims for improving the urban environment and quality of life for the residents of Tashkent. The outcome will be improved Solid Waste Management services and management. The Project consists of the following activities in order to achieve the above output:

  • Civil Works. These include the establishment of a new sanitary landfill, transfer stations rehabilitation, dumpsite closure, garage rehabilitation and design & supervision.
  • Plant and Equipment. These include the procurement of landfill equipment and machinery, waste collection and transfer trucks, waste collection bins and other equipment.
  • Project Management, Capacity Development & Studies. These are activities such as project management, implementation and supervision, contract administration and management, SWM studies supported through consulting services, and the capacity development program.

 

Your Main Duties in this Position

  • Develop a comprehensive project work program and implementation schedule
  • Monitor project progress against plan, report on progress, and propose remedial measures as necessary
  • Coordinate activities of the design engineering and supervision civil works team for the new sanitary landfill (SLF) and third dumpsite closure
  • Ensure detail civil works designs, compost plant for the new SLF are approved and conform to local and international standards
  • Ensure contractor's works are executed following project requirements and designs in accordance with international standards
  • Manage and administer the civil works contracts
  • Develop and maintain a project safety plan
  • Develop and maintain a project Quality Assurance plan
  • Ensure compliance with work plan
  • Provide capacity building to the national consultants

 

Your Educational Background

  • Preferably master’s degree in civil engineering / sciences or professional qualification or equivalent

 

Your Expertise / Profile

  • Must have worked in a designing and supervision of civil works assignment of solid waste management or urban sector development projects
  • Preferably have experience in leading project team on designing, project planning, managing, implementing, contract management and supervision of civil works of SWM or similar urban development projects
  • Preferably have exposure in designing sanitary landfills for solid waste management projects
  • Preferably have experience in managing civil works contracts
  • Minimum of 20 years of professional experience working in solid waste management or similar urban sector development projects
  • Preferably have experience in carrying design engineering, design audits on SWM or similar urban development projects

 

Time Schedule / Duration of Assignment

The project is anticipated to start by April 2018 and will run for 24 months.

The duration of your assignment in this role is set for 18 person-months over the entire project period; the exact assignment times are subject to project needs.
