The Project

The objective of the project is to strengthen the production systems of pastoralists and agro-pastoralists and diversify their livelihoods in order to improve the resilience to drought of communities in some areas of Djibouti in arid and semi-arid lands. The target is derived from the Intergovernmental Authority on Development (IGAD) Drought Disaster Resilience and Sustainability Initiative (IDDRSI) and the Djibouti Country Programming Document (DPP) and harmonized with drought resilience programs of the AfDB and other development partners.

The financial contribution will finance activities in three envisaged components:

  • Water resources development
  • Livestock management and infrastructure development
  • Livelihoods and alternative basic services


Your Main Duties in this Position

The Chief Technical Advisor will ensure the implementation of the project with the national coordinator of the PIU, and will rely on the staff of the PIU currently in place.


Your Educational Background

  • University degree (MSc or equivalent) in agronomic sciences, rural development or any other equivalent discipline


Your Expertise / Profile

  • More than 10 years of professional experience in rural development programs and particularly in agro-pastoral contexts (livestock and fodder production, rangeland management, water resource development, alternative sources of income development, participatory approaches etc.) and food security
  • Well experienced in project management and leading of multidisciplinary teams
  • Good understanding of financial management requirements of German Financial Cooperation (KfW), especially with regard to disposition funds management
  • Regional experience in East Africa region or francophone Africa
  • Fluent language skills in French


Time Schedule / Duration of Assignment

The project is expected to start by March / April 2018 and will run for 45 months.

The duration of your assignment in this role is set for the entire project period; the exact assignment times are subject to project needs.
