The project purpose is the implementation of all needed tasks to prepare the Water and Sanitation Metropolitan Master Plans (MMP) from La Paz-El Alto, Cochabamba, Santa Cruz and Tarija.

The main objective of each of the Metropolitan Master Plans is the definition of the best development strategy and expansion of water and sanitation services up to year 2030. For this purpose the consultant must identify the situation of the water sources used until now and the characteristics of the new proposed water sources facing the increase in demand and in climate change.

In addition they must identify rehabilitation, replacement and systems expansion projects and infrastructure. Besides the infrastructure the consult must identify complementary measures to improve the administrative, operational and financial management of service providers. They must design funding strategies for the requested investments.

Services Provided

Phase I - Assessment:

  • Detailed assessment of communities’ technical, organizational and socio-communal situation. This phase includes intensive field works to involve the community in the decision taking processes.
  • Carry out a survey on community payment availability to guarantee the systems sustainability.
  • Legal framework and regulations evaluation identifying gaps to be addressed.
  • Assessment of development, land use and other services plans.

Phase II - Future requirements and expansion strategies:

  • Analysis of population growth.
  • Demand – supply balance.
  • Strategies to improve and expand services.
  • Alternatives selection and prioritizing.

Phase III - Master Plan:

  • Identifying measures in the short, medium and long term that solve detected problems.
  • Prioritizing and work planning of feasible technical and socio-economical actions.
  • Assessment of social and environmental impacts of expected work.
  • Financial and economical feasibility of the proposed infrastructure and measures.
  • Recommendations to improve the administrative, operational and financial management of the utilities.
  • Preparation of investment plan for infrastructure and additional measures in the short, medium and long term.
  • Preparation of projects at identification level and needed measures to satisfy the present and future demand within the MMP.
  • Preparation of terms of reference to hire technical, economical, social and environmental surveys of the identified projects as needed in the short term.
