The goal of the project is to provide at least 70 % of the population of selected settlements (10 to 15 rural water supply projects), altogether about 50,000 inhabitants, with safe drinking water according to WHO-standards year round in order to contribute to the reduction of diseases induced by unsafe drinking water.
The project comprises 2 phases:
Phase I: Accompanying Measures
- Rehabilitation of the pilot projects Ak Altin and Karakum
- Planning and development of a new rural water supply system with participation of the concerned population
- Strengthening of the private operating agency aiming to fulfil expectations of customers and investor
Phase II: Implementation of Investments
- Design and tendering of the new rural water supply schemes
- Strengthening of the operation and management of the operators.

Phase I: Accompanying Measures
- Analyses of previous rural water supply projects
- Conceptional upgrading for the selection of communities in close co-operation with the beneficiaries and the operator
- Selection of 10 to 15 communities (about 50,000 inhabitants)
- Feasibility studies for Programme communities and design of water supply schemes, including hydrogeological studies and design of protection zones
- Concept development for financially sustainable operation of the water supply schemes in close co-operation with the beneficiaries and the operator
- Assessment of the financial and operational situation in the pilot projects Ak Altin and Karakum
- Implementation of the developed concepts to all parties involved
- Training of participants with the objective to optimise their contribution
Phase II: Implementation of Investments
Technical assistance to Client and Operators in:
- Establishment of legal and organisational basis for implementation of 7 rural water supply projects
- Design, tendering and evaluation of bids
- Implementation of all measures necessary for a financial sound operation
- Performance monitoring
- Construction supervision of 7 water supplies
- O&M and financial management training
