GITEC Consult GmbH assists the Ministry of Health (MoH), Republic of Uzbekistan, in the full-comprehensive modernization of medical multi-profile centres in four regions as well as the rehabilitation of the regional medical centre in Termez (Surkhandaria) to pave the way for upcoming structural sector reforms that foresee the consolidation or integration of hospitals into the multi-profile centres. These sector reforms in the area of rationalizing will address remaining inefficiencies and structural weaknesses due to double structures and fragmentation in the hospital structure itself as well as in the regional (oblast) reference platform.

GITEC Consult GmbH advises the MoH in regards to rehabilitation works, the integration of hospitals within the multi-profile centres and effective hospital planning to allow for contemporary patient oriented workflow. Further, to ensure high quality diagnosis and treatment and to reduce referrals of patients to national third level facilities a variety of medical equipment (including high technology imaging equipment) is procured and user training provided. Advanced training will form part of a Twinning Arrangement with an international institute which will be facilitated between the MoH and the Twinning Partner by GITEC Consult GmbH.

Further, GITEC Consult GmbH will support the MoH in achieving compliance with up-to-date standards in the realm of clinical waste management and energy-efficient operation of the multi-profile medical centres.

Services Provided

  • Advice and assistance with the implementation of the rehabilitation work in view of the Uzbek reform approach which includes consolidation of units and integration of stand-alone units into the regional multi-profile centres
  • Procurement and installation of high technology imaging equipment including Magnetic Resonance Scanners (MRIs) in the multi-profile centres and the training centre of the medical academy in Tashkent. This service includes initial training of staff
  • Procurement and installation of equipment to assure uninterruptable power supply and sustainable operation of imaging equipment
  • Elaboration of detailed maintenance agreements and contract management
  • Interconnection of the radiology departments with the training centre in Tashkent. This shall be implemented by means of telemedicine to support quality assurance of the newly implemented methods of diagnostics and comprises the development of a concept for a teleradiological network between Tashkent and the programme hospitals, the procurement of telemedicine equipment and initial user training
  • Assistance to the MoH in identification and selection of an international institute in the area of teleradiology which shall take the role of the twinning partner for the MoH
  • Procurement and installation of other medical equipment for operation theatres und intensive care units
  • In cooperation with experts of the World Bank supported Health-3 project, assistance to the MoH in developing and adopting a national hospital waste management strategy including the elaboration of a concept for implementation at regional level
  • Procurement and installation of modern equipment for safe and environmentally appropriate disposal of dangerous and infectious hospital waste
  • Identifcation of energy saving and efficiency methods and support for the MoH in implementation
  • Organization of regional conferences in Uzbekistan concerning first experiences in telemedicine, magnetic resonance imaging and the correct disposal of hospital waste
