Project Overview
The project focuses on:
- Improving the regulatory environment for water and sanitation.
- Enhancing water supply and sanitation facilities and operations.
- Strengthening institutional capacity and governance.
The consultancy team will support the Department of Water Supply (DWS) under the Ministry of Public Works and Transport (MPWT) to deliver long-term, sustainable results. The project is based in Vientiane, with site work across participating provinces.

International Key Experts
- Team Leader – Water Supply and Sanitation Specialist
- Working period: 30 person-months
- Bachelor’s degree in civil/municipal engineering or related field.
- Chartered/professional engineer with 20+ years of experience in water supply development, sector reform, and infrastructure management.
- Experience in ADB-funded or similar projects, preferably in Southeast Asia.
- Regulatory and Institutional Expert
- Working period: 6 person-months
- Bachelor’s degree in engineering or related field.
- 20+ years of experience in institutional reforms and corporate governance, especially with water utilities.
- Previous work on ADB or multilateral development agency projects is preferred.
- Water Supply Expert
- Working period: 6 person-months
- Degree in civil/environmental engineering with 10+ years of experience in water supply engineering.
- Expertise in non-revenue water management and district metering.
- Financial and Economic Specialist (Water Sector)
- Working period: 8 person-months
- Degree in finance, economics, or business management.
- 15+ years in financial planning for water utilities, tariff setting, and cost recovery.
- Environmental Safeguard Specialist
- Working period: 8 person-months
- Degree in environmental management or related discipline.
- 15+ years of experience in environmental management of urban infrastructure projects.
- Social Safeguard Specialist – Resettlement and Indigenous Peoples
- Working period: 8 person-months
- Degree in social sciences with 15+ years of experience in resettlement planning and Indigenous Peoples development.

- Deputy Team Leader – Water Supply and Sanitation Specialist
- Working period: 56 person-months
- Degree in civil/environmental engineering with 15+ years of experience in water supply and sanitation projects.
- Strong understanding of local regulations and practices in Lao PDR.

- 10+ years of experience in land acquisition and resettlement activities for infrastructure projects.
- Social and Gender Specialist
- Working period: 24 person-months
- Degree in social sciences or related discipline.
- 10+ years of experience in gender mainstreaming, socioeconomic surveys, and community awareness activities.
- Procurement and Contract Specialist
- Working period: 16 person-months
- Bachelor’s degree in a relevant field with 10+ years of procurement experience, including 5+ years on ADB-funded projects.
- Contracts Engineer
- Working period: 12 person-months
- Bachelor’s degree in civil engineering or related field.
- 10+ years of experience in contract management and construction supervision.
