Trilateral program to support the fight against HIV / AIDS

The Trilateral Program comprises an investment on primary health care infrastructure and equipment in the border area between Brazil and Uruguay. The program aims to improve access to primary health care by rural population and the quality of the health services. It also aims to strengthen the epidemiological surveillance with emphasis on STI/HIV, prioritizing populations of less than 5,000 inhabitants. The area of intervention are the Departments of Artigas, Cerro Largo Rivera and Rocha (Uruguay).

The program is a continuation of previous triangular interventions of the German Technical Cooperation (GIZ) between Brazil and Uruguay.

Services Provided

The implementation of the Trilateral Program involves Fiotec Brazil, the Brazilian Health Ministry (MoH-B), the Ministry of Health (MoH-U)and Public Health Services (ASSE) in Uruguay, and UNOPS Uruguay. A major role by the Consultant is to ensure effective coordination among these stakehoders for the implementation of activities. The program is developed in four phases with the following activities by the Consultant:

  1. Planning: Lead the overall and the annual program of activities; provide assistance during the selection of construction projects and define the roles of each stakeholder; financial planning and management. Definition of management procedures and support to UNOPS and Fiotec for compliance of KfW financial procedures. Coordination and harmonization of investments with the Accompanying Measures (training modules for PHS staff by the MoH-B).
  2. Implementation: Review design and equipment lists of each construction project, supervision of tendering and contracting, support to UNOPS in the supervision of works, during defect liability period and acceptance of works;
  3. Design and implementation of a Unique HIV-Patient Registration System: design and implementation of a software that allows proper monitoring of PLWHA;
  4. Monitoring and Evaluation: Development and implement­ation of a monitoring system of program’s impact, in coordination with MoH-B and ASSE Uruguay, including the definition of a baseline for the indicators and the quantification of indicators for measuring the program success.
